Joe Kelly

Senior Director, Strategic Partnerships

Joe Kelly is Senior Director of Strategic Partnerships for NASTAD and is responsible for identifying, developing and securing federal and non-federal funding to support NASTAD’s mission and its program, policy and overall operations. Joe also plays a key role in developing multi-sector partnerships and supporting the successful initiation of major new projects. He has successfully managed public policy research, fundraising and strategy projects for businesses, associations, and federal, state and local government clients for over 25 years. As the original Deputy Director of NASTAD, Joe was intimately involved with the organization’s early development and the roll out of national HIV policies and funding, especially for state and local programs. Joe has a M.S. in International Public Policy from the Johns Hopkins University SAIS, a M.S. in Communications from Syracuse University’s Newhouse School of Public Communications, and a B.A. in English from the University of Rochester where he was elected to Phi Beta Kappa.
