RFP: Technical Assistance Providers/Consultants- Hepatitis Technical Assistance Center

Job Summary
NASTAD’s Hepatitis team is seeking technical assistance providers with viral hepatitis expertise to support the capabilities of viral hepatitis prevention and surveillance personnel at state, territorial, and major city/county health departments through a new national technical assistance center. This project is a joint effort between NASTAD and the Centers for Disease Control and Prevention’s Center for State, Tribal, Local, and Territorial Support (CSTLTS) and the Division of Viral Hepatitis (DVH). Selected providers/ Consultants will work with NASTAD’s Hepatitis team on the following activities:

  • Provide direct technical assistance (TA) and develop TA materials in support of viral hepatitis prevention and surveillance personnel on core hepatitis topics including:
    • Surveillance and data: use of data systems to enhance viral hepatitis burden analysis, use of communicable disease or viral hepatitis-specific surveillance databases, outbreak response methods, data to care, and evaluation.
    • Prevention, testing, and care: vaccination, harm reduction, clinical and community-based hepatitis testing, access to care and treatment, and law and policy. 
  • Develop technical assistance materials to support orientation and training for new hepatitis prevention and surveillance staff at health departments.  
  • Collect and share data resources from the field to support hepatitis data collection efforts in health departments and health systems. 
  • Develop facility-level standard operating procedures, protocols, technical documents, tools, and materials to improve efficiency and quality of services. 

Additionally, selected consultants will participate in regular meetings with NASTAD during the contractual period. 

Selection Criteria
Experience/ Education

  • Bachelor’s degree or equivalent and five to seven years of relevant work experience, in public health, statistics, medicine, health science, data analytics, information systems, or related field. 
  • Demonstrated technical expertise with hepatitis health department programs. 
  • Strong analytical, organizational, written, verbal, and communications skills. 
  • Experience with epidemiologic or health systems data (including surveillance systems, clinical data registries, electronic health records, insurance claims data, laboratory data, and/or encounter data) preferred.
  • Experience working on drug user health, harm reduction, syringe service programs preferred. 

Environment and Scheduling

  • Interest in working with an HIV and hepatitis public health organization
  • Interest in working within a diverse environment
  • This is a contractual position to be used on an as needed basis to complete contract deliverables.  This position is not full-time.

Program Commitment
Qualified candidates will be placed into a technical assistance provider pool and will be called upon as specific TA needs arise. At that time, the NASTAD Hepatitis team will work with the Providers/Consultants to define the scope of work, deliverables, contract type, period of performance and any other necessary instructions.
