RFP: Regional Technical Assistance Providers/Consultants - Harm Reduction Technical Assistance Center

Job Summary

NASTAD’s Drug User Health team, in partnership with AIDS United, is seeking technical assistance providers with expertise in Harm Reduction, drug user health, infectious disease, and Syringe Services Programs (SSPs) to support the creation, implementation, and effectiveness of SSPs and drug user health programs nationwide through a new national technical assistance center. The purpose of this project is to build the regional capacity to respond adequately and effectively to an increasing volume of requests for technical assistance related to SSP operation and best practice. This project is a joint effort between NASTAD and the Centers for Disease Control and Prevention’s Division of HIV/AIDS and the Division of Injury Prevention. Selected TA Providers/Consultants will work with NASTAD’s Drug User Health team on the following activities:

  • Provide direct technical assistance (TA) and develop TA materials in support of SSP and drug user health personnel and programming on core topics including:
    • Programmatic Best Practices including data, program design, client engagement, workplace safety, stigma, building community support for SSPs, and successful communication strategies.
    • Prevention, testing, and care for HIV, viral hepatitis, and corollary conditions and services to improve services within SSPs and drug user health programs to increase access to, and quality of, comprehensive services to support people who use drugs.
    • Partnerships with community stakeholders (law enforcement, social services, faith communities, legislators/elected, etc.), service providers, and health departments.
    • Other topics/issues as identified and/or requested by SSPs and drug user health programs

Additionally, selected consultants will be required to participate in a unified ‘Train the Trainers’ event in early 2020 to learn curriculum for requests, work with NASTAD and AIDS United staff to respond to TA requests assigned, and participate in regular meetings with NASTAD and AIDS United during the contractual period.

Selection Criteria

Experience/ Education*

  • Two+ years of relevant work experience in SSPs or public health programs related to harm reduction, drug user health, or overdose prevention.
  • Demonstrated technical expertise on implementation of SSPs, harm reduction, and drug user health programs.
  • Strong analytical, organizational, written, verbal, and communications skills.
  • Experience and comfort providing community informational sessions and trainings related to SSPs, drug user health, overdose, prevention, and infectious disease.
  • Demonstrated ability to create curriculum and modify existing curriculum to meet a range of needs within communities.
  • Experience working with hepatitis/HIV health departments and infectious disease prevention with SSPs is strongly preferred.
  • *There is no education requirement for this position yet experience with concepts related to curriculum development, infectious disease transmission/prevention, and concepts related to behavior change for people who use drugs is strongly preferred.

Environment and Scheduling

  • Interest in working with an HIV and hepatitis public health organization that supports SSPs and drug user health programs nationally
  • Interest in working within a diverse environment
  • This is a contractual position to be used on an as needed basis to complete contract deliverables.  This position is not full-time and contracts will vary based on request volume and needs.

Program Commitment

Qualified candidates will be placed into a technical assistance provider pool and will be called upon as specific TA needs arise. At that time, the NASTAD Drug User Health team, with support from AIDS United, will work with the Providers/Consultants to define the scope of work, deliverables, contract type, period of performance and any other necessary instructions.
