RFP: HUMAN RESOURCE AND ADMINISTRATION OUTSOURCING SERVICES IN JAMAICA

Since October 2017, NASTAD Global Program has collaborated with the Ministries of Health of Jamaica, CDC Caribbean, and local governmental partners in-country to improve HIV treatment outcomes through new HIV case finding, increasing ART initiation among patients, returning patients who are out of care, and improving patient retention on HIV treatment. NASTAD’s work takes place at a small number of designated health facilities in Jamaica.   

NASTAD is looking to engage an experienced Professional Employer Organization (POE) that will provide a comprehensive human resources outsourcing and administrative services (staffing, facilitate salary, benefits, incentives, reimbursements and other employee payments, administer payroll and procurement services to ensure compliance with all relevant local tax regulations, etc…) in Jamaica. 

Scope of Work 

The POE will provide the following Human Resources, Payroll and Procurment Administration services;

Human Resources Activities 

  • The POE will refer suitable personnel to be outsourced to NASTAD to take up various positions. The POE will be responsible for all its employees and will fully advise NASTAD in respect to any labour issues arising either from staff contracted or by any labour related institutions. NASTAD also reserves the right to source suitable candidates for the POE to employ. 
  • The POE will prepare contracts and letters of offer and ensure that meets the local labour laws and deal with all human resources issues that may arise from time to time or as may be required in accordance with the requirements of Jamaican labour laws.

Payroll Administration

  • Process payroll for all the staff ensuring that their time at work is captured and input into the payroll system on a monthly basis;
  • Produce payslips for each employee on a monthly basis and send them to individual staff by e-mail;
  • Prepare tax returns (IRPS) and ensure that same are paid to the relevant government Tax Authorities on time;
  • Ensure that other statutory deductions are made in accordance with the law and that are paid to the relevant authorities;
  • Electronically pay the employees each month, the amounts due to them on a monthly basis according to the agreed rates by NASTAD, and upon receipt of the respective funds from NASTAD; 
  • Provide necessary reports/records to facilitate audit reports occasioned by NASTAD;
  • Keep proper payroll records to ensure that all required governance requirements are met.

Procurement

  • Coordinate the purchase, distribution, and tracking of transport and food vouchers in Western and Southern Regions
  • Cooridnate the purchase and delivery of small equipment and supplies to Regional Health Authorities, clinical sites, or NASTAD-supported staff
  • Provide fiscal management support for project activities, such as meeting, training, in-country travel, printing, and other activities as needed

Performance Period: January 1, 2019 – September 30, 2019, with a positbilty of extenstion based on availability of funding. 

Selection Criteria

  • To be considered for this contractual opportunity, applicants should have a strong and proven experience and expertise in the areas of human recources, payroll and procurement management services in Jamica. Prior experience working with organizatins in the area of HIV/Public Health is preferred.
