Request for Proposal: Evaluation Consultant, Hepatitis Technical Assistance Center

Job Summary:

NASTAD is funded to provide capacity building and technical assistance to support viral hepatitis prevention and surveillance personnel at state, territorial, and major city/county health departments through its hepatitis online technical assistance center, HepTAC. This project is a joint effort between NASTAD and the Centers for Disease Control and Prevention’s Center for State, Tribal, Local, and Territorial Support (CSTLTS) and the Division of Viral Hepatitis (DVH).

NASTAD seeks an evaluation consultant to contribute to this project through the development and implementation of an evaluation assessing HepTAC’s effectiveness of TA provided to health departments.

Technical Assistance Opportunities:

The evaluation consultant will work with NASTAD staff to:

  • Develop qualitative and quantitative methodology for the evaluation that includes development of survey and data collection tools
  • Support identification and coordination of relevant stakeholders
  • Implement methodology and analysis of data collected
  • Develop final report with results and recommendations that include how to improve data and program evaluation processes for HepTAC while applying a health equity lens

Performance Period: January 2021 – June 2021. The consultant will work on an hourly basis throughout the contract period. 

Selection Criteria:

Experience/ Education

  • Academic or work background in public health, statistics, medicine, health science, data analytics or related field
  • Demonstrated technical expertise in viral hepatitis and/or HIV programming evaluation, and familiarity with the viral hepatitis care continuum and demography.
  • Experience with epidemiologic or health systems data (including surveillance systems, clinical data registries, electronic health records, insurance claims data, laboratory data, and/or encounter data).
  • Experience working with non-profit organizations and/or health departments and alignment with NASTAD’s mission, vision, and values, including our commitment to address systemic racism.
  • Demonstrated competency in data analysis for public health interventions.
  • Strong knowledge of at least one statistical programming language such as SAS, SPSS, etc.
  • Demonstrated investment in racial justice and health equity as a guiding principle of your work is preferred.
  • Experience working on drug user health, harm reduction, syringe service programs also preferred.
  • Individuals living with or affected by viral hepatitis and/or liver disease are encouraged to apply.
