Request for Proposal: Consultants - Health Systems Policy

NASTAD is seeking applications from experienced professionals to provide subject matter expertise on health systems policy. The consultants selected will inform the implementation of NASTAD’s legislative and regulatory priorities and contribute to technical assistance (TA) deliverables across the health systems integration (HSI), health care access (HCA), and policy & legislative affairs (PLA) teams at NASTAD. 

Interested persons are encouraged to read this RFP in its entirety, including specifics on the submission of applications. Proposals that do not adhere to the parameters here will not be considered. Issuance of this solicitation does not, in any way, obligate NASTAD to award a contract, nor will NASTAD pay for any costs incurred in the preparation and submission of a proposal. NASTAD anticipates contracting with one or two consultants as a result of this RFP. 


NASTAD is a leading non-partisan non-profit association that represents public health officials who administer HIV and hepatitis programs in the U.S. Our singular mission is to end the intersecting epidemics of HIV, viral hepatitis, and related conditions. We do this work by strengthening governmental public health through advocacy, capacity building, and social justice.


As part of this scope of work, the consultant will:

  1. Participate in strategic planning processes and meetings with NASTAD and its primary consultant, the University of Virginia, regarding the National Ryan White HIV/AIDS Program Part B and ADAP Monitoring Project (NPBAMP), potentially including facilitation of focus groups with NPBAMP stakeholders. 
  2. Participate in calls with, or respond to e-mail queries from, NASTAD staff regarding health systems policy, including public and private health insurance-related legislation or regulations requiring the submission of comments or member education, translation into guidance, or TA for health department staff members. 
  3. Participate in select planning activities with NASTAD staff to inform legal/regulatory research and policy-related TA; consult with NASTAD staff and provide subject matter expertise to inform written materials, oral presentations, and other deliverables.
  4. Draft and help produce white papers, toolkits, webinars, and other TA resources addressing critical issues facing entities funded through the administration’s Ending the HIV Epidemic (EHE) initiative.
  5. Lead the convening of high-profile expert consultations with federal partners, health departments, researchers, clinicians, and community representatives on issues of critical importance to national EHE efforts.
  6. Participate in policy and health systems-related coalition work on behalf of NASTAD. 


The deliverables associated with the scope of work outlined above may vary in length and the effort needed for each one. NASTAD will work closely with the consultant to further define the format on an as‐needed basis based on CBA or TA requests from health departments, clinical providers, or community-based organizations, or the scope or breadth of the policy & legislative affairs action in response to legislation or regulations. 

  • Written materials as described above will be developed and submitted to NASTAD once the details for each activity are approved by NASTAD staff.
  • Monthly supervision calls will be held to evaluate and plan activities. 
  • Activity reports should be submitted with all invoices. 
  • Participation on TA calls, as appropriate and to be determined by the NASTAD project director.


Any approval for work tasks, requests, or changes to the project, as well as ongoing supervision and agreements on the specific delivery of services within the scope of work will be issued by the project directors by program area: Health Systems Integration, Health Care Access, or Policy & Legislative Affairs.


The selected consultant will be paid using the hourly rate established in the contract, not to exceed $75,000 annually during length of the contract, ending on February 28, 2023. An invoice for services must be submitted within 30 days of the completion of each deliverable.

  • A writing sample demonstrating subject matter expertise and experience developing TA materials.

NASTAD may invite a small number of applicants to participate in brief interviews to clarify expectations and to further discuss the candidates’ experience and subject matter expertise. 

Candidates will be evaluated based on their ability to demonstrate the expertise and experience to carry out the scope of work and meet the deliverables described above.
