NASTAD seeks an experienced professional or company to work with NASTAD’s strategic visioning committee of Board, members, and staff, in the creation of a 3-5 year strategic vision.  NASTAD is seeking a consultant who has demonstrated experience in successfully developing participatory/consensus-building strategic plans, has strong facilitation skills, has proven experience with non-profit strategic planning/visioning, and a strong understanding of building an anti-racism/anti-stigma multicultural framework as the foundation for an organization’s strategic vision.

Consultant support is requested in the following areas:

Conducting SWOT analysis to gather facts, research, and data points to inform NASTAD’s strategic vision discussions.

  • Conducting interviews with a select number of stakeholders, partners and funders.
  • Designing and implementing Board and staff assessment surveys to gather observations, recommendations and feedback to provide input for the strategic vision discussions.
  • Conducting internal and external market scans to determine where NASTAD fits in the context of other national associations, in public health and among HIV/hepatitis organizations.
  • Evaluating, affirming and refining existing Mission, Vision, Values and Operating Principles statements working with NASTAD’s Board/member/staff committee.
  • Developing preliminary benchmarks for achieving mission.
  • Defining organizational goals, objectives and strategies; aligning expectations and setting goals for the strategic vision.
  • Facilitating the strategic vision committee discussion process.
  • Developing strategic vision based on discussions and recommendations. Preparing the draft of the strategic vision and plan document  and receiving reactions from Board/member/staff committee.  
  • Presenting vision and plan to leadership and Board of Directors for reaction and feedback.
  • Establishing priorities for enacting the strategic vision and measuring accomplishments.
  • Finalizing strategic vision with ratification by Board of Directors and presentation/roll out to NASTAD membership and community at NASTAD’s 30th Annual Meeting in May 2021.


NASTAD is a leading non-partisan non-profit association that represents public health officials who administer HIV and hepatitis programs in the U.S. Our singular mission is to end the intersecting epidemics of HIV, viral hepatitis, and related conditions. We do this work by strengthening governmental public health through advocacy, capacity building, and social justice.

NASTAD will engage in a strategic vision process involving staff, Board of Directors, members and stakeholders. Preliminary planning and research activities will begin in September 2020, with the plan development and completion taking place over a six-month time frame beginning in October 2020 and completed in March 2021. The plan will be prepared for presentation and roll out at NASTAD’s 30th Annual Meeting in May 2021. The implementation phase will begin following the annual meeting.


July 2020 – May 2021

  • July 2020 – Release of consultant RFP
  • August 10 – Proposals due
  • August 24-31 – Notifications
  • September 14, 2020 – Project kickoff
  • October 2020 – March 31, 2021 – Project implementation, strategic vision process
  • May 2021 – Release and roll out of strategic vision to members, stakeholders

The following will be key factors in our decision-making process:

  • Demonstrated commitment to exceptional customer service and responding to client requests in a timely fashion.
  • Experience working with nonprofit organizations, especially organizations focused on sensitive public health challenges such as HIV and key populations such as gay and bisexual men and Black and Latinx communities.
  • Price that is commensurate with the value offered by the firm/individual and ability to work within a budget.
  • Candidate has successfully completed similar projects and has the qualifications necessary to undertake this project.
  • Responses are presented in a clear, organized, and logical manner.
