340B for PrEP Technical Consultant, Health Systems Integration

The 340B for PrEP Technical Consultant will work with the Health Systems Integration team to develop a toolkit describing the principal models in which health departments and their funded agencies have used the 340B Drug Pricing Program, administered by the Human Resources and Services Administration to facilitate PrEP access for the uninsured and underinsured, particularly in states that have not adopted Medicaid expansion. 

The 340B for PrEP Technical Consultant will work with the project team on the following activities:

  •  Work with NASTAD staff, health departments, and providers to gather the necessary information to develop the toolkit.
  • Working with NASTAD staff, conduct and review interviews with key staff from these agencies to gain a nuanced understanding of the program’s key elements, including development, process, outcomes, as well as their regulatory, financial, organizational contexts. 
  • Develop a ~15-20-page toolkit that includes considerations, models, resources and best practices for leveraging 340B for PrEP access. 
  • The consultant may join NASTAD staff in conducting optional site visits with an agency or health department that is leading the way in leveraging the 340B program for PrEP. 

This consultant will work on an hourly basis throughout the contract period (January 1, 2019 – March 30, 2019).

Selection Criteria
Experience/ Education

  • Demonstrated expertise with PrEP clinic/models that utilize the 340B program, including PrEP programs at FQHCs, STD clinics, Family Planning clinics, and contract pharmacies
  • Experience writing drafting technical white papers, conducting background research on program operations, and compiling relevant resources for providers and clinic leadership
  • Prior recent experience working in the area of HIV and/or hepatitis preferred

Environment and Scheduling

  • Availability to conduct informational interviews with subject matter experts and other background research as needed, draft, review, and submit the document between January 15 and March 15, 2019.
  • Interest in working with an HIV and hepatitis public health organization
  • Interest in working within a diverse environment
  • This is a contractual position to be used on an as needed basis to complete contract deliverables.  This position is not full-time
