From 2014 to 2016, NASTAD Global program partnered with the Uganda Ministry of Health (MoH) and CDC to improve district-level engagement and capacity to plan for and manage the HIV and AIDS programmatic response to achieve sustained control of the HIV epidemic and meet the UNAIDS 90-90-90 targets. As part of the district-led programing effort aimed at equipping districts and regional level health managers with skills and competences required to perform their roles more effectively, NASTAD supported the development of a District-Led Evidence Based Planning Toolkit. The toolkit was designed to provide guidance to the districts for developing their district comprehensive HIV and AIDS annual work plans by applying the evidence based planning process. The Toolkit was used to inform the development of Annual Comprehensive HIV/AIDS work plans in 52 CDC supported districts.

In collaboration with CDC, MOH, and ICF-International, NASTAD also supported the development, initial roll-out and validation of District Performance Monitoring Standards (DPMS). The DPMS were used to measure the capacity of Districts to understand their strengths and gaps in implementation, enhance planning, and guide technical assistance and capacity building supports.

In 2015, NASTAD collaborated with MoH, CDC, and Rakai & Kiboga Health Districts to determine the feasibility of partner services and inform an approach for the demonstration and integration of partner services in Uganda. NASTAD supported the development of draft Partner Services Implementation Guide and Standard Operating Procedures (SOP) for the delivery of HIV partner services at the district and national level in Uganda.  In 2017, NASTAD began a new partnership with the Infectious Diseases Institute at Makerere University to provide technical support to expand implementation of Partner Services and introduce electronic tools for tracking Patient Linkage and Retention efforts, called e-PLR, in Kampala and Wakisu Health Districts.

Activities & Projects

    • Health System Strengthening (2014 - 2016)

    • NASTAD Global has developed a NPST User Manual for use by the NPSTs to fully implement an improved district engagement process. The User Manual comprises tools to plan workshops, ensure the collection of performance data, lead portfolio reviews and assist in partnership agreements.

    • District Led Evidence Based Planning (2014 - 2016)

    • NASTAD supported the development of the Uganda District Led Evidence-Based Planning Guide that was designed to provide guidance to districts for developing their district comprehensive HIV and AIDS annual work plans by applying the evidence based planning process.

    • District Performance Monitoring Standards (DPMS) (2014 - 2016)

    • This activity provided metrics to measure sub-national HIV program managers' capacity to oversee, support and manage the high-impact HIV response at priority sites and guide a data-driven approach to sub-national management of the HIV response, ensuring targeted, quality HIV services.
