To effectively translate state concerns regarding HIV/AIDS and hepatitis care, treatment and prevention programs into sound federal policy, NASTAD applies a multi-layered strategy of communication with executive and legislative branches of the federal and state governments. NASTAD staff members work directly with Members of Congress and their staffs to develop legislative strategies pertaining to both annual appropriations and authorization legislation. NASTAD also plays a key role in shaping AIDS policy through work as a member of the Federal AIDS Policy Partnership (FAPP) and its affiliated work groups such as the HIV Medicare and Medicaid Work Group, the AIDS Budget and Appropriations Coalition and the HIV Prevention Action Committee. NASTAD also coordinates the ADAP Coalition and the Hepatitis C Appropriations Partnership.

NASTAD Prevention Policy Agenda
On November 29, 2007, NASTAD introduced a Prevention Policy Agenda to accompany its newly-released Blueprint, which includes recommendations for federal funding increases and expansion of core HIV/AIDS programs and services at the state and local levels.

 
HIV Prevention Hearing Testimony
Heather Hauck, Director of Maryland's Maryland AIDS Administration and Chair-Elect of NASTAD, delivered testimony to House Committee on Oversight and Government Reform's hearing titled, “The Domestic Epidemic is Worse than We Thought: A Wake-Up Call for HIV Prevention.”  The hearing also included testimony from CDC, NIH, and other notable HIV/AIDS experts.  All of the testimony submitted for the record, including CDC’s professional judgment budget of what CDC believes is needed to address the HIV prevention needs of the nation, is available on the Committee website.

 
NASTAD Comments on HHS Strategic Plan
NASTAD's comments provided on, Draft U.S. Department of Health and Human Services Strategic Plan, Fiscal Year 2007-2012, focus on the need for additional direction from HHS on HIV/AIDS in order to turn the tide on new HIV infections and increase access to care and treatment.

Role of State Health Departments in HIV/AIDS Programs
State public health agencies serve an important role in delivering HIV/AIDS prevention, care and treatment programs. These agencies are entrusted through U.S. law as the “central authorities of the nation’s public health system” and as such, bear the primary public sector responsibility for health.

 
Hepatitis and HIV Co-Infection Fact Sheet
One-third of people living with HIV in the U.S. are co-infected with HCV and the prevalence of HBV infection among HIV-positive individuals is ten times greater than among the general population.  This fact sheet highlights the unique prevention, treatment and management challenges of managing hepatitis B/HIV and hepatitis C/HIV co-infection.

 
Raising the Profile, Raising Your Voice: A Primer on Viral Hepatitis Policymaking and Programs at the Federal Level
This new document serves to educate persons who are dedicated to viral hepatitis prevention and care about the federal policy process and the programs that address viral hepatitis. Released in May 2007 in conjunction with the commemoration of Hepatitis Awareness Month, NASTAD intends for this document to help raise awareness about the viral hepatitis epidemic in the U.S.
