To effectively translate state concerns regarding HIV care, treatment and prevention programs into sound federal policy, NASTAD applies a multi-layered strategy of communication with executive and legislative branches of the federal and state governments. NASTAD staff members work directly with Members of Congress and their staffs to develop legislative strategies pertaining to both annual appropriations and authorization legislation. NASTAD also plays a key role in shaping AIDS policy through work as a member of the National Organizations Responding to AIDS (NORA) Coalition.

NASTAD's Public Health Advocacy areas of focus include Ryan White Care Act reauthorization, Medicare/Medicaid provisions for HIV/AIDS care and treatment, federal budget appropriations, and viral hepatitis policy advocacy.
