AIDS Drug Assistance Programs (ADAPs)
State ADAPs receive the largest dedicated source of federal funding under the
CARE Act. These programs are authorized under Title II of the Act and therefore
are administered by State AIDS Programs. NASTAD facilitates peer-based
technical assistance to aid states in managing their ADAPs and tracks
developments that impact these programs including changes in HIV treatment
standards, the development of new therapies and drug pricing and distribution
issues. NASTAD also produces an annual, major national report on ADAPs that is
supported by the Henry J. Kaiser Family Foundation.

Increasing Access to Care and Integrating Care and Prevention
NASTAD supports states in their efforts to increase access to the standard of
HIV/AIDS care through researching and sharing information on care and treatment
expansion efforts including State Medicaid HIV expansion waivers and the
development and implementation of insurance purchasing and continuation
programs. NASTAD also supports state efforts to conduct outreach to minority
and other traditionally underserved populations and to bring these populations
into and maintain them in care. NASTAD staff is working with HRSA through a
national Cooperative Agreement to assess issues related to care access and to
assist states in integrating primary prevention services into care settings.
Peer-Based Technical Assistance
The care and treatment programs at NASTAD facilitate ongoing peer-to-peer TA in
many areas related to HIV/AIDS care and treatment. A major strength of these
programs is the ability to identify model HIV/AIDS care and treatment system
components within State Health Departments and to facilitate linkages among
jurisdictions with the need for relevant TA.

Collaboration with HRSA and other Federal Partners
NASTAD's care and treatment program staff act as the primary liaison between
State AIDS Program staff and HRSA on the development of CARE Act policy and
guidance. NASTAD staff also provide relevant education on issues affecting
State AIDS Programs to the federal Department of Health and Human Services AIDS
Program staff and to appropriate Congressional offices. NASTAD works closely
with other national AIDS organizations on collaborative issues including the
CARE Act, treatment access and adequate funding for HIV/AIDS care and treatment
programs.

Workshops and Conferences
NASTAD's care and treatment program staff are involved in numerous workshops
and conferences each year. Staff participate in conference planning, the
development of institute and workshops and conference presentations. Care and
treatment staff participate annually in the U.S. Conference on AIDS (USCA), the
National ADAP Educational Forum, regional ADAP Educational Forums, the National
AIDS Treatment Advocates Forum (NATAF) and other national and regional
meetings.
