White House LGBT Conference on HIV/AIDS

NASTAD participated in the White House LGBT Conference on HIV/AIDS at the Morehouse School of Medicine in Atlanta last month. The purpose of the meeting was to engage national and strategic partners to advance the National HIV/AIDS Strategy (NHAS) among the LGBT community. Kevin Fenton, Director of the CDC National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention (NCHHSTP), emphasized the need to address the intersection of stigma, health disparities and "prevention fatigue" within the LGBT community. In addition to discussion panels on policy and health equity, the day-long conference featured six break-out sessions, with topics ranging from capacity building to medical provider readiness. Francisco Ruiz, NASTAD Senior Manager, Health Equity, facilitated a session on the "Needs of MSM and Transgender Youth."

This conference is part of a year-long focus on the LGBT community organized by the White House Office of Public Engagement. The series has also included an address on health care by Secretary of Health and Human Services (HHS) Kathleen Sebelius and another by Secretary of Housing and Urban Development (HUD) Shaun Donovan at a conference on housing and homelessness.

Prevention

Comment Period for Draft Planning Guidance

At the CDC grantees meeting, and via email from CDC that was forwarded by NASTAD (see Digest above), CDC has shared a "pre-decisional draft" of guidance for HIV prevention planning, which is intended to be consistent with requirements for planning in PS12-1201and will replace current community planning guidance. Health departments and planning group members have until May 9 to comment on the guidance via the CDC mailbox.

HIV Testing Guidelines Operational Guide Advisory Board Meeting

NASTAD convened a meeting in conjunction with ICF Macro to gain advisory board feedback on an "Operational Guide, Toolkit and Evaluation Manual" being developed to support CDC's forthcoming Revised Guidelines for HIV Testing in Nonclinical Settings and Linkage to Health and Prevention Services. Staff from three health departments, four community based organizations, CDC, NASTAD and ICF Macro participated in the meeting to review drafts and inform revision of the tools to support implementation and evaluation of HIV testing and linkage programs in non-clinical settings. The advisory board will also be drafting brief case studies, quick tips and text boxes to provide "from the field" examples for inclusion in the guides. These materials are expected to be released along with the revised guidelines later this year. For more information contact Natalie Cramer.

Member and Staff Updates

In member news, Heather Hauck (MD) has been named to the CDC/HRSA Advisory Committee on HIV and STD Prevention and Treatment and will be attending her first meeting in May.

In staff news, Mark Griswold officially joined the NASTAD staff earlier this year as a Manager of the NASTAD/Haiti Program. Mark brings 20 years of HIV/AIDS, epidemiology, and leadership experience to the team. For twelve years, he was the head of Maine's HIV/AIDS surveillance program. He also served as director of a newly formed state Office of Local Public Health. In other staff news, Amy Killelea will join the Health Care Access team as a Senior Manager in June. Amy will focus on health reform and deliverables under the NASTAD cooperative agreement with HRSA. Amy comes to NASTAD from the Harvard Health Law and Policy Clinic and Treatment Access Expansion Project where she has been instrumental in leading the HIV community's efforts in responding to various rules and regulations on the implementation of health reform.

Annual Meeting Reminders and Actions

The 2012 NASTAD Annual Meeting will be held at the end of this month. NASTAD members will elect the 2012-2013 Executive Committee at the meeting; a slate of candidates has been shared with members. NASTAD encourages those attending the meeting to participate in Hill Educational Visits. NASTAD will convene a webinar on Wednesday, May 9 to prepare for these visits.
